"Even though the terms of the Board of Peace’s Gaza proposal are very much in Israel’s favor, Netanyahu has rejected it. And there's little indication that the United States will pressure him to agree. We have seen this pattern quite a few times before: The United States will put forward a peace proposal, the Palestinian side will accept it, Israel will demand new conditions, the United States will rewrite the proposal to meet Israel’s demands, the Palestinian side will insist on returning to the original proposal, and then the US will blame the Palestinians for being the intransigent party.
The United States has the power to pressure Israel to accept it simply by threatening to suspend military aid, but this is something that not only the Trump administration has ruled out, but the Democratic leadership in Congress as well. This is why Israel has repeatedly violated the ceasefire by continuing to bomb and seize more territory knowing that Washington will do nothing to stop them.
Hamas must disarm and give up its rule of Gaza, just as Israel must withdraw from every inch of the occupied Gaza Strip. The agreement insists correctly that there be a phased disarmament alongside a phased withdrawal – the obligations of the two sides must be mutual and simultaneous. Netanyahu insists that Hamas complete its obligations prior to Israel doing anything, even though Hamas would lose its leverage and Israel, recognizing the US will not pressure them, will likely fail to end the occupation. Again, this is something we have seen before during the 'Road Map' disengagement with the Palestine Authority in the occupied West Bank. Both sides had mutual simultaneous obligations to be accomplished in phases, but the US insisted that the Palestinians complete their obligations first, and thus it fell apart.
It is important to recognize that the Board of Peace plan is essentially a neocolonial project. Despite being seized by force by Hamas fighters in 2007, the Gaza Strip is legally the sovereign territory of the State of Palestine, recognized by 146 of the world's 194 countries. The United States, Israel, and the Board of Peace refuse to allow the territory to be administered by the Palestinian government, despite its renunciation of terrorism and its recognition of Israel.
Meanwhile, in the occupied West Bank, settler militia continue to terrorize the Palestinian population with the direct support of the US-backed Israeli military. The recent announcement that Israel’s domestic police forces will take over some security roles is yet another indication of Israel's creeping annexation of the West Bank. And the US is continuing to support Israel's occupation of southern Lebanon, including its systematic destruction of several villages and many hundreds of other homes, businesses, medical facilities, and houses of worship, as well as Israel's ongoing violation of the Kissinger-negotiated 1974 disengagement agreement by seizing additional Syrian territory."
